First of all, it truly breaks my heart to think of the anxiety and grief felt by those affected by the breaching of sea defences in places like Chiba and the resulting flooding.

The newspapers report that heavy rain caused by climate change has led to flooding and problems, but is that really the only issue?

It seems that Inba Marsh was originally about twice its current size.

Tanuma Okitsugu (during the Edo period) attempted to reclaim it but failed; after the war, reclamation works were carried out, reducing it to half its original size.

Could this not be attributed to the missteps of those reclamation works?

What was originally a turbulent marsh in the lower reaches of the Tone River was forcibly reclaimed; the breached section looks like nothing more than a wall of piled earth, and it appears there was no concrete reinforcement. I won’t include any photographs, but

I recall reading in a primary school textbook that, after the course of the Minato River in Kobe was altered, during the heavy rains of Shōwa 13, the water flowed back towards the original riverbed, causing a major flood.

The same thing is happening all over again, isn’t it?
